UDID Full Form and What a UDID Card Is
The UDID full form is Unique Disability ID. It is a project of the Department of Empowerment of Persons with Disabilities (DEPwD), Government of India, to build one national database of persons with disabilities and give each person a single Unique Disability Identity Card. The idea is simple: instead of carrying different disability certificates for different offices, a person gets one digital certificate and one ID that can be verified anywhere in India.
According to the DEPwD page, the project aims to make delivery of government benefits more transparent and uniform, remove duplicate records, track benefits from village to national level, and let people renew or update details online. The certificate and card are issued electronically after the medical authority assesses the disability. The official website is swavlambancard.gov.in, popularly called the UDID portal.
UDID Card Kya Hota Hai?
UDID Card Eligibility: Who Can Apply?
A person with any of the 21 disabilities specified in the Rights of Persons with Disabilities (RPwD) Act, 2016 can apply for a UDID card. The list covers physical disabilities (such as locomotor disability, cerebral palsy, dwarfism, muscular dystrophy, acid attack victims and cured leprosy), visual and hearing disabilities, speech and language disability, intellectual disability and specific learning disabilities, autism and mental illness, chronic neurological conditions (multiple sclerosis and Parkinson's disease), blood disorders (haemophilia, thalassemia and sickle cell disease), and multiple disabilities including deaf-blindness. You can see the full grouped list in the Benefits tab above.
There is no age limit for applying. Parents or guardians apply on behalf of children, and Aadhaar rules apply to both adults and children. Indian residents with a recognised disability can apply; the exact assessment is done by the medical authority in your district or the hospital you choose. If your condition is not on the list, the portal cannot currently issue a UDID for it, but the list may be expanded in future, so confirm with your District Welfare Officer.
A common confusion: is 40% disability required for a UDID card? The 40% figure defines benchmark disability under the RPwD Act and is the starting point for most statutory benefits such as reservation. The DEPwD UDID page also lists an advisory on issuing certificates to persons assessed below 40%, which shows that a person below 40% can still have the disability recorded, but most benefits will not apply. So for the UDID card eligibility question, the answer is: first, you must have a specified disability; second, your percentage decides which benefits you can claim.
Disability Percentage and Card Colours
Disability percentage is not a guess. It is assessed by a specialist doctor or medical board using government guidelines for each disability type. Guides commonly describe three bands: below 40% (white card), 40% to 79% (yellow card, benchmark disability) and 80% or more (blue card, severe disability). Our checker uses these bands to show where you stand if you enter a percentage from an older certificate. Please remember that the percentage on a new UDID assessment can be different from an old one.
Documents Required for UDID Card
- Aadhaar number, or Aadhaar enrolment number. The DEPwD page lists a notification dated 8 August 2023 making Aadhaar mandatory for applying, for both adults and children.
- A recent passport-size photograph (guides suggest not older than six months).
- Proof of identity and address. If Aadhaar shows your correct address, a separate address proof is usually not needed.
- Any old disability certificate you hold (not compulsory, but useful).
- Medical records, prescriptions and reports, which you carry to the assessment.
- An active mobile number linked to Aadhaar, because Aadhaar e-KYC works through an OTP sent to that number.
Our eligibility checker turns this list into a readiness score so you can see what is missing before you sit at the computer.
UDID Card Apply Online: Step-by-Step
- Open the official portal swavlambancard.gov.in and choose the option to apply for a Disability Certificate and UDID card (UDID registration).
- Fill the application form with your personal details, mobile number, Aadhaar or enrolment number, address and the type of disability.
- Choose the hospital or medical authority for assessment. By default it is the authority in your district of residence.
- Upload the photograph, identity and address proof and any old certificate, then submit.
- Download the acknowledgement and note your enrolment number. You need it for every later step.
- Attend the assessment on the given date with original documents and medical records.
- After approval, log in to your dashboard and download the e-certificate and e-UDID card. A printed card may also be sent by post.
Offline applications are also accepted at district welfare offices and registration camps and are digitised later. Applying on the portal itself is the official route; you do not need to pay an agent for it. If you use a Common Service Centre, understand that the centre may charge its own service fee, and ask for a receipt.
UDID Number vs Enrolment Number
Many people ask UDID number kya hota hai. The UDID number is the unique ID given after your application is approved and the certificate is generated. The enrolment number is given earlier, the moment you submit the application, and is used to track and continue the application. After approval, the dashboard login accepts either number together with your date of birth, according to the guide we reviewed. Keep both numbers written down in a safe place.
UDID Status Check Online (Including by Aadhaar Number)
To check UDID card status, use the "Track Your Application" option on the portal. Guides describe that you can search using the enrolment number, UDID number, registered mobile number or Aadhaar number, which answers the common query on UDID card status by Aadhaar number. Typical stages are submitted, assessment scheduled, returned for correction, approved and rejected. When the status reads "Disability certificate prepared and UDID generated", it generally means that the medical authority has completed the process and your UDID is ready; log in to download it. Exact wording may vary, so rely on the message shown on your own dashboard.
UDID Card Download (PDF) and UDID Login
For UDID card download, go to the portal, open the login for persons with disabilities, enter your enrolment number or UDID number with your date of birth, verify the OTP if asked, and open your dashboard. There you can download the e-disability certificate and the e-UDID card as a PDF. This is the same process whether people search for "UDID card download by Aadhaar", "UDID download PDF" or "handicap UDID card download". If the printed card does not reach you, the downloaded e-card can be used in the meantime.
If the UDID login OTP does not arrive, check that your Aadhaar-linked mobile number is active, because Aadhaar e-KYC sends the OTP to the number linked with Aadhaar, which may be different from the mobile number you typed in the form. The DEPwD page also lists a document dated 20 November 2025 on Aadhaar e-KYC for applicants with disabilities. With e-KYC, details such as address, parent or guardian name, gender and date of birth can be refreshed from Aadhaar.
UDID Card Benefits
The UDID card is a single, verifiable proof of disability. What you can claim depends on your disability percentage and on the rules of each scheme. Under the RPwD Act, 2016, persons with benchmark disability (40% or more) are entitled to 4% reservation in government posts, not less than 5% seats in higher educational institutions, and free education between 6 and 18 years in government and aided institutions. Persons with 40% or more may use income tax deductions under Section 80U (for self) or 80DD (for a dependant), with a higher limit for severe disability, under the old tax regime. Persons with severe disability (80% or more) may be eligible for the disability pension under NSAP subject to age and BPL conditions, with some states adding more.
Important: the card itself does not pay a pension or scholarship. Those need separate applications, and many have income or age limits. Open the Benefits tab to see the benefit list with conditions, and always verify on the scheme's official site or with your District Welfare Officer.
Rejected, Returned, Renewal and Corrections
If your application is returned, the portal shows what to fix; correct it and resubmit from the same login. If it is rejected, the dashboard shows reasons. The DEPwD page lists an SOP on appeals under Section 59 of the RPwD Act, 2016, and a guide we reviewed says an appeal can be filed within 90 days of rejection. DEPwD has also listed an SOP for rejected applications dated 20 February 2026, so read the latest instructions on the portal. For renewal, cards with a validity date can be renewed from the dashboard, and the same guide suggests starting up to nine months before expiry. Permanent certificates, given where no improvement is expected, do not need renewal. For a name error, ask the hospital or certifying authority to correct it. If the application is stuck at a hospital, escalate to the District Welfare Officer or your state UDID coordinator.
Fake UDID Cards, Agents and Safety
DEPwD has listed an advisory on fraudulent UDID cards and certificates (dated 25 November 2025). Never pay anyone for "guaranteed" certificates or higher percentages. A genuine UDID is generated only through the official portal after a real medical assessment, and a fake certificate can lead to cancellation of benefits and legal action. Do not share your Aadhaar OTP with anybody. Always type the portal address yourself instead of clicking links from messages.
Correct Terms: "Handicapped UDID Card" or Divyang?
You will see searches like "handicapped UDID" or "handicap UDID card download". The word "handicapped" is outdated and many people find it offensive. The official terms are person with disability and, in Hindi, divyangjan. The portal and law use these terms, and the card is called the Unique Disability ID. We still cover those search terms so that people can find the right help, but we encourage respectful language.

This page was prepared by the PublicCentral editorial team on 28 October 2026 using the DEPwD UDID page (updated 11 June 2026), the RPwD Act, 2016 and published application guides. The eligibility checker applies simple rules: whether the condition is among the 21 specified disabilities, the percentage band you enter, and a checklist of documents. It cannot diagnose, assess disability or promise approval. Rules, forms and links may change, so always rely on the official portal and the competent medical authority.
