EWS Certificate Eligibility Criteria 2026 — Complete Guide
The EWS Certificate (Economically Weaker Section Certificate) is one of the most important government documents introduced in recent years for people from the General category. If you belong to the unreserved category and your family's financial condition is weak, this certificate can open the door to 10% reservation in central government jobs and central educational institutions. Understanding the exact EWS certificate eligibility criteria is the first step toward claiming this benefit.
What is EWS Certificate? (EWS Certificate Full Form)
EWS stands for Economically Weaker Section. The EWS Certificate is an official government document that certifies that a person belongs to the economically weaker section of society — specifically from the General/Unreserved category (not SC, ST, or OBC). This certificate proves your eligibility to avail the 10% reservation in direct recruitment to civil posts and services under the Government of India, and in admissions to central educational institutions including IITs, NITs, AIIMS, and central universities.
In simple words — if you are from the General category, your family earns less than ₹8 lakh per year, and you don't have excess land or property, you are eligible for EWS Certificate. This certificate is sometimes also called "Income and Asset Certificate for EWS" or "Aarthik Roop Se Kamzor Varg Praman Patra" in Hindi.
EWS Certificate Eligibility Criteria — Complete Rules
To get the EWS Certificate, all of the following conditions must be satisfied simultaneously. These criteria apply for the central EWS certificate as per DoPT. State governments may have slightly different rules for state-level jobs.
| Criteria | Required Condition | Your Status |
|---|---|---|
| Annual Family Income | Less than ₹8,00,000 per year (from ALL sources) | ✅ Must be below ₹8 lakh |
| Agricultural Land | Family should NOT own 5 acres or more of agricultural land | ✅ Must be below 5 acres |
| Residential Flat/House | Family should NOT own 1000 sq ft or more of residential space | ✅ Must be below 1000 sq ft |
| Plot in Notified Municipality | Family should NOT own 100 sq yards or more of plot in notified municipality | ✅ Must be below 100 sq yards |
| Plot in Non-Notified Area | Family should NOT own 200 sq yards or more of plot in non-notified area/village | ✅ Must be below 200 sq yards |
| Reservation Category | Should NOT belong to SC, ST, or OBC (Non-Creamy Layer) categories | ✅ Must be General/UR category |
| Citizenship | Must be a citizen of India | ✅ Indian citizen |
EWS Certificate Income Limit — Detailed Explanation
The income limit for EWS Certificate is ₹8 lakh per year (₹8,00,000 per annum) for the entire family. This income is calculated from ALL sources including:
- Salary income — Basic pay + allowances (but not HRA if you live in a rented house)
- Agricultural income — Income from farming, crop sale, dairy, poultry on owned/leased land
- Business/profession income — Shop, trade, consultancy, freelancing
- Rental income — Rent received from any property
- Interest/dividend income — Fixed deposits, savings, mutual fund dividends
- Pension income — Parent's pension also counts
The ₹8 lakh income limit is the same as the OBC Non-Creamy Layer income limit. This was intentionally kept the same so that people just above the OBC NCL limit but still economically weak could also benefit.
EWS Certificate Land and Property Rules
Even if your income is below ₹8 lakh, you may still be ineligible if your family owns significant land or property. The land-based eligibility rules under EWS are:
- Agricultural land: Family total agricultural land must be less than 5 acres. Even if land is in different locations or states, total is counted.
- Residential flat/apartment: Any owned flat/house measuring 1000 sq ft or more disqualifies you.
- Residential plot in Notified Municipality: Plots of 100 sq yards (approx 836 sq ft) or more in notified urban areas disqualify you.
- Residential plot in Non-Notified Area: Plots of 200 sq yards or more in non-notified towns, semi-urban, or rural areas disqualify you.
These property criteria look at properties anywhere in India — not just in your home state or district. If your family owns a small flat in a city AND agricultural land in a village, both are considered together.
EWS Certificate Validity
EWS Certificate is valid for one financial year, i.e., from April 1 to March 31. This means:
- A certificate issued in September 2026 is valid until March 31, 2027.
- For job exams, you need a valid EWS certificate at the time of document verification (not necessarily at the time of applying).
- For academic admissions, most institutions accept a certificate valid during the admission year.
- You must renew the certificate every year after March 31.
Where is EWS Certificate Used?
EWS Certificate can be used in the following situations:
- Central Government Jobs: SSC CGL, SSC CHSL, SSC MTS, UPSC Civil Services, UPSC CDS, UPSC NDA, Railways (RRB/RRC), IBPS Bank exams, LIC, etc.
- Central Educational Institutions: IITs, NITs, AIIMS, IIMs (JOSAA/CSAB counselling), NLUs, central universities, Kendriya Vidyalayas (admission preference).
- State Government Jobs: Most states have adopted EWS reservation for state-level recruitment too. State rules may vary.
- State Educational Institutions: Many state universities and colleges provide EWS quota for admission.
- Age Relaxation: Some recruitment bodies offer 5-year age relaxation for EWS candidates (same as OBC).
- Government Schemes: Some welfare schemes prioritize EWS category applicants.
EWS Certificate State-Specific Rules
While the central EWS criteria are uniform, several states have modified rules for their state-level jobs and admissions. Here's a brief state-wise overview:
- Bihar: EWS certificate issued online via serviceonline.bihar.gov.in. State follows central criteria of ₹8 lakh income limit. Available within 7 working days.
- Maharashtra: Apply via aaplesarkar.mahaonline.gov.in. Maharashtra has a separate "EWS" category that may differ from central EWS for state jobs — check individual notifications.
- Haryana: Apply via saralharyana.gov.in. Haryana's state EWS income limit for Haryana government jobs is ₹1.8 lakh/year (much stricter than central), while central jobs use ₹8 lakh. Confirm which criteria applies.
- Uttar Pradesh (UP): Apply via edistrict.up.gov.in or CSC centres. Certificates issued within 10 working days.
- Madhya Pradesh (MP): Apply via mpedistrict.gov.in. MP follows central income criteria of ₹8 lakh.
- West Bengal: Apply via edistrict.wb.gov.in. Certificate issued by SDM/BDO.
- Rajasthan: Apply via rajasthan.gov.in/emitra portal. Rajasthan state EWS income limit is ₹2.5 lakh/year for state government jobs.
- Delhi: Apply via edistrict.delhigovt.nic.in. Issued free of charge within 14 working days.
Common Reasons for EWS Certificate Rejection
Many applicants face rejection due to avoidable mistakes. Common reasons include:
- Income certificate not issued by the competent authority or in incorrect format
- Combining only personal income instead of entire family income
- Not mentioning all land holdings (agricultural + residential) honestly
- Certificate issued in a format other than Annexure I (especially for central jobs)
- Expired certificate (previous financial year's certificate used)
- Applying while belonging to OBC/SC/ST category (these are separate reservation categories)
- Incorrect self-declaration or mismatch between certificate and ITR/Form 16
